ATC is partnering with Wisconsin Public Service and Minnesota Power to build the Arrowhead-Weston transmission line to strengthen the reliability of the electric power grid in northern Wisconsin.

Construction of the Arrowhead-Weston line was completed in November 2007, seven months ahead of schedule. It has been nearly 10 years since this project was submitted to the PSC for approval.

Historical Timeline

  • April 15, 1999: Joint transmission line project announced by Wisconsin Public Service and Minnesota Power.
  • July 1999: Project sponsors hold 14 public informational meetings along proposed routes. 7,000 landowners invited. 2,500 attended.
  • Sept. 17, 1999: Minnesota application submitted to Minnesota Environmental Quality Board.
  • Nov. 10, 1999: 1,400 page application is filed at the Public Service Commission of Wisconsin.
  • Dec. 15, 1999: Application is deemed complete by the PSCW.
  • August-September 2000: Evidentiary hearings completed in Minnesota.
  • November-December 2000: PSCW holds nine days of public hearings at locations along the proposed routes.
  • January 2001: Technical hearings are held in Madison for 22 days including 52 technical witnesses.
  • March 15, 2001: Minnesota portion of project approved pending local permits.
  • April 2001: American Transmission Company becomes a co-applicant of the Arrowhead-Weston project
  • June 4, 2001: Hermantown, Minn., City Council grants approval to construct and upgrade the one-mile portion of the transmission line and to upgrade the Arrowhead Substation located in Hermantown.
  • June 27, 2001: Duluth Planning and Zoning Commission unanimously approves the project's special use permit.
  • June 28, 2001: Midway, Minn., gives unanimous approval to construct and upgrade the six-mile portion of transmission line that is located in Midway.
  • Aug. 17, 2001: PSCW unanimously approves construction of the 220-mile line.
  • Oct. 23, 2001: PSCW issues final order outlining details and route specifications of the 220-mile line.
  • August 2002: ATC holds community meetings throughout the Arrowhead-Weston corridor.
  • Aug. 21, 2002: Washburn County Exploratory Committee unanimously recommends access to county land for surveying be granted.
  • Aug. 26, 2002: Washburn County Highway Committee approves surveyors' access to county land.
  • Aug. 28, 2002: Washburn County Forestry Committee approves surveyors' access to county land.
  • October 2002: Surveyors begin work in Washburn County.
  • Nov. 11, 2002: ATC reports increased price tag for the Arrowhead-Weston project.
  • Nov. 26, 2002: ATC files cost increase with PSCW.
  • July 2003: R.W. Beck, a consultant hired by PSC, says the cost assumptions for the project are reasonable.
  • July 2003: ATC representatives file testimony in the Arrowhead-Weston case.
  • July 2003: ATC holds informational open houses in Wausau, Spooner and Superior inviting public comment and questions.
  • October 2003: PSC holds public hearings in Solon Springs, Ladysmith and Wausau.
  • Dec. 19, 2003: PSC issues written order approving revised cost estimate of the Arrowhead-Weston transmission line project.
